Once the shock of Operation Uranus had passed, the Axis commanders realized they had to act fast before their strategic interests were overwhelmed by a burgeoning Soviet military presence. Army Group Don was now coming together under Manstein in an area to the south-west of Stalingrad; here the remnants of Romanian and German units had been formed up as army detachments (Armeeabteilung). The Armeeabteilung under Generalmajor Karl Hollidt now held the western bank of the Chir river on the northern flank of the new positions. To the south stood the remains of the Fourth Panzer Army, Armeeabteilung Hoth, and to its east stood the remains of the Romanian Fourth Army. By the end of November reinforcements in the form of the 6th and 23rd Panzer Divisions arrived, but they were not enough for von Manstein to form an operational reserve, let alone a relief force. Given the continual strengthening of Soviet positions and forces, there was no chance of any relief happening by the end of November or the beginning of December. The only option open to the Axis commanders was a joint operation, the Sixth Army striking southwards and Army Group Don reciprocating by striking northwards, something Hitler forbade.
